Keeping it reliable, affordable, environmentally responsible

Operation at cost is part of the cooperative difference

Paul Basha, President & CEO

York Electric Cooperative isn’t like other utilities—you, as a consumer and a member, own a portion of the cooperative. And one benefit of that membership involves the allocation of excess revenue, called margins, in the form of capital credits. YEC operates at cost— collecting enough revenue to run and expand the cooperative but with no need to raise rates to generate profits for distant shareholders. When YEC has money left over, it’s allocated back to you and other members as capital credits. When your cooperative’s financial position permits, YEC retires, or pays, the capital credits to members in cash or as a bill credit.

This month YEC will retire $700,000 in capital credits to people who were members in 1988, 1989 and 2010. Members will receive a capital credit check in the mail unless the amount due to you is less than $10. If your refund is less than $10, the amount will be printed on your utility bill statement as a line item credit. Your refund is based on your power consumption and YEC’s total revenue over operating expenses.

Members do not receive a check the same year they earned capital credits because YEC uses members’ equity to fund system improvements. If we couldn’t get the operating capital from member payments, the money would have to be borrowed from the bank or some other source, which would cause electric rates to go up.

Unclaimed checks

There are many members who had capital credit checks mailed to them in the past but did not cash them. In most cases, the checks have been returned by the postal service because it could not locate the members at the address on file. If you received electrical service from YEC at any time and think you may have an unclaimed capital credit check, look for your name in the searchable listing. If your name or the name of someone you know is listed, please contact our office at (803) 684-4248.

Being able to return capital credits is a direct reflection on the financial strength and stability of your cooperative, and that’s something in which we can all take pride. It’s just one more way YEC is looking out for you.

We appreciate all of York Electric’s members—and especially those who contribute to Operation Round Up. Thanks to these fine folks, who agree to have their co-op bill rounded up to the next dollar, a lot of good things happen in our community.

We’ve helped co-op members who suddenly found themselves without a job and about to lose their homes. We’ve also been able to help members who are suffering with terminal medical conditions, supported local food banks, and provided shelter for the homeless and emergency aid to many local families.

Mind you, such payments are not paid directly to the aid recipient. A volunteer trust board administers the collected Operation Round Up funds. Rest assured, the trust board is very cautious about how they spend member donations.

Members who support Operation Round Up have donated more than $1.6 million since 2000. Last year, approximately $120,000 was collected and granted to those in need as well as to worthwhile non-profit local charities. But just think about how much local relief could be awarded if all of the co-op’s members round up their bills. About, $240,000, that’s how much!

Pennies apiece

Best of all, the cost of doing this very good deed is very small indeed: Members who participate in Operation Round Up donate an average of just $6 each per year. The least it costs a month is a penny; the most is 99 cents. With Operation Round Up, your small change can make a big difference!

What’s more, Operation Round Up is an easy way for all co-op members to join us in demonstrating a key Cooperative Principle, Concern for Community. Helping one another brings out the best in us, don’t you think?

If you’re one of our participating members, bless you. If not, call (803) 684-4248 today to sign up for Operation Round Up. Thank you!

York Electric Cooperative is proud of its accomplishments during 2011 and we are building on those successes in 2012. Our No. 1 priority is providing you, our members, with reliable, safe and affordable energy. It’s just another way we are looking out for you.

2011 Accomplishments

AMI YEC implemented Advanced Metering Infrastructure (AMI) in several test areas. AMI is a program that will help prepare us for the electric power industry’s fast-paced technological advancement. This technology improves outage notification and the restoration process and provides additional metering data to better assist members with billing and service questions. It also gives YEC the capability to provide members with valuable usage information such as consumption patterns, outage history and voltage information.

Power Saver Rewards

This new program provides a partnership between the cooperative and the member. The member allows YEC to install a device on his/her air conditioner to reduce the cooperative’s electric load at peak times. The member receives a savings on the power bill. This program is available currently to 25 percent of our members, but the availability is expanding monthly.

Weathered storms

YEC has a well-maintained distribution system designed to handle all your energy needs, and a proven plan for storm-related outages. The old saying “good luck is when preparation meets opportunity” was definitely the case when major storms passed through our service area on May 10 and 13, 2011. At the peak of the storms, 15,000 members were without power. The damage was widespread and severe, but YEC was able to restore power within approximately three days.

Safety

YEC’s workforce completed 2011 with an impressive safety record. A safe working environment assures that employees will return home unharmed each night. Co-op members also benefit from a lower cost of operation when employees work safely every day.

Cost per meter

YEC demonstrated the cooperative difference through every aspect of our service to members. Financially, YEC remains strong, and our electric rates are stable and competitive. Due to our continued efforts to streamline operating efficiency to hold down costs, members have seen the operating cost per meter remain the same for the past eight years (independent of the wholesale cost of power).

Economic development

YEC continued its economic development efforts as two new industries, Centrex Plastics and Bluestar Silicones, moved into existing buildings in YEC’s East York Industrial Park. Serving large commercial and industrial members helps YEC hold down the cost of service for all co-op members, including residential consumers. That is why we actively recruit industries and other large loads and work with state and local economic development agencies. It also helps provide jobs for our members and other local residents.

2012 Goals

Power Saver Rewards (energy management) will be available to 75% of YEC’s membership. This system helps YEC reduce the cost of power and keep all members’ bills lower.

Expand our Advanced Metering Infrastructure (AMI) efforts from our first test area in York to a second in the Gold Hill Road area in Fort Mill.

YEC will be the “go to” place for members’ questions about alternate forms of energy such as fuel cells, electric cars and solar power. YEC will monitor new technology and provide recommendations to members.

Keep the increases in the cost of power to around 1 percent.

YEC will require competitive bids for outside contract work. As a member-owned utility, we conduct business ethically and ensure our members get the most value for their money.

We will continue to grow the Co-op Connections discount card program with new Healthy Savings benefits and additional participating businesses.

Keep our employees and the public safe as we maintain our electrical system.

YEC’s directors are determined to continue to support policies and actions that will result in the delivery of quality service to you as we embrace the opportunities and confront the challenges that lie ahead.

York Electric Cooperative has three top priorities: provide you safe, reliable access to electric power, offer that service as affordably as possible, and do both in a fiscally and environmentally responsible fashion.

Because YEC is a not-for-profit co-op, we are well positioned to make any necessary investments for ensuring safe, reliable and affordable electricity. However, fulfilling our commitment to environmental stewardship in a fiscally responsible manner has become more challenging. Many environmental laws that were adopted by Congress decades ago are being used by federal agencies and the courts to address issues for which they were never intended.

For example, the federal Clean Air Act is now 40 years old and was last amended in 1990. Much has changed in the intervening years, including technology, our understanding of the environment environment, and the electric utility industry.

Today, officials with the U.S. Environmental Protection Agency are trying to modify the Clean Air Act to fit new circumstances. Without a doubt, new EPA rules being issued will wind up back in the courts—and lengthy litigation will ensue.

Reasonable people can and will disagree over how to find a balance between protecting the environment, guaranteeing a reliable supply of power, and keeping electric bills affordable. Congress eventually will have to revisit the Clean Air Act and update it to fit the needs of the 21st century. Meanwhile, YEC will continue to encourage lawmakers and regulators to strike the proper balance on these concerns.

Lightning Kills more people each year than tornadoes or hurricanes, according to the American Red Cross. As spring arrives, make sure you’re prepared to handle storms that come with the changing season. Follow these tips from the Red Cross to stay safe.

Stay away from down power lines. Electricity could still be flowing through them. Report them to York Electric Cooperative at (803) 684-4248 immediately.

Hear thunder? Head inside. If you can hear it, you could be in danger from lightning. Stay indoors at least 30 minutes after the last clap of thunder—a recommendation from the National Weather Service. If you’re outside and can’t seek shelter indoors, avoid high ground, water, tall isolated trees, and metal objects like bleachers or fences.

Delay outdoor activities. If conditions are right for a thunderstorm, postpone the baseball game and stay inside—it doesn’t have to be raining for lightning to strike.

Assemble an emergency preparedness kit with:

Water—one gallon per person, per day;

Non-perishable food;

Flashlight;

Battery-powered or hand-crank radio (preferably NOAA weather radio) and extra batteries;

First-aid kit;

Seven-day medicine supply;

Copies of personal documents;

Cell phone with chargers;

Emergency contact information; and

Cash

How can you help?

The telephone plays an important role in restoring power. If a member’s phone number is incorrect, problems can arise. You can improve outage response time and accuracy by ensuring YEC has your correct telephone number for your account. Check your power bill to see if the correct phone number is displayed. If not, please contact our member services department by calling (803) 684-4248 or emailing. To report an outage, call YEC’s outage management system Power Touch. The toll-free number is 1 (866) 374-1234.

DENNY LYNN is vice president
of energy delivery.

Power Restoration FAQ

What is York Electric’s procedure for restoring power?

Restoring power after widespread outages is a big job that involves more than simply throwing a switch or removing a tree from a line. The main goal is to safely restore power to the greatest number of members in the shortest time possible. In order to accomplish this, the process begins with a damage assessment of the co-op’s lines and facilities by employees who have been specifically trained to accomplish those tasks. The assessment allows YEC to direct its resources (both labor and materials) to areas where they are needed the most.

If there is damage to power plants, switchyards or transmission lines, those facilities must be repaired by our power supplier before we can restore your service. Transmission lines seldom fail, but they can be damaged by storms. Tens of thousands of people could be served by a single high-voltage transmission line. When those facilities are working, problems in your co-op’s electric distribution system can be corrected.

Substations are repaired first. When a major outage occurs, the local distribution substations are checked first. If the problem can be corrected at the substation level, power may be restored to a large number of people. YEC has 24 substations on its system and there are over 3,500 miles of distribution lines which are routed from the substations.

Distribution lines are repaired. Main distribution supply lines are checked next, if the problem cannot be isolated at the substation. These supply lines carry electricity away from the substation to a group of members, such as a subdivision. When power is restored at this stage, all members served by this supply line could see the lights come on, as long as there is no problem farther down the line.

Individual services restored. The final supply lines, called service lines, carry power from the transformer on utility poles or underground transformers outside houses or other buildings. Line crews fix the remaining outages based on restoring service to the greatest number of members. Sometimes, damage will occur on the service line between your house and the transformer on the nearby pole. This may explain why you have no power when your neighbor does.

At what point should I call YEC?

You should always call YEC when you experience an outage. This is especially important if you see lines or poles down, sparking, or potential hazards preventing you from leaving your property or blocking any roadways. Call YEC’s outage reporting system, Power Touch, at 1-866-374-1234.

Why is an automated outage line faster than talking to a live person?

We encourage members to use 1-866-374-1234 whenever they have an outage, but especially during widespread outages. This automated system can take many more calls than our employees. An outage notification with all the pertinent member and electric distribution system data needed to restore your power is recorded within seconds in our operations center. It is extremely important for YEC to have your up-to-date telephone number – the one associated with your co-op account. Having your correct phone number will allow YEC to dispatch crews as quickly as possible.

Do I need to call more than once to report an outage?

Call any time you have a power outage. We are here to serve you. Once you report the outage, try not to call YEC or the automated outage line again unless you have an emergency. Be assured our crews are doing everything possible to restore your power as soon as possible. Unnecessary calls prevent those who have not reported their outage from getting through to report their outage. Also, duplicate calls can generate multiple outage records for the same location.

How does YEC provide for members with life sustaining equipment?

If you have medical equipment necessary to sustain life or avoid severe medical complications, notify YEC at once – don’t wait for an emergency. The dispatch office keeps a list of such members so service restoration may be properly prioritized. Priority consideration is given to these households in the event of an interruption of service such as a severe storm. It’s important to note, however, that no one can guarantee service continually. If you use special medical equipment, you should make advance arrangements either for emergency backup power or to relocate to a hospital or other facility during emergencies.

What should I do to prepare for a storm?

Listen to emergency recommendations provided by lead agencies such as local emergency management, civil defense, Red Cross, or police. Follow their recommendations.

Does YEC ever cut off power in advance because of anticipated damage?

YEC does not de-energize facilities because of anticipated damage such as flooding, ice or high winds. The disconnect devices on electrical equipment remain energized until a storm causes them to operate as designed and shut off current.

Why did a YEC line crew pass by my house without stopping?

It probably is because before service may be restored to you and your neighbors, work must be completed at another location.

Why am I the only house around without power?

There could be several reasons: Fuses or circuit breakers in your home could have tripped; trees could have fallen on your service; the transformer that serves you could have a blown fuse or other damage; the primary line could be de-energized because of damage; many YEC lines have more than one wire and your transformer may be the only one connected to the wire that is “dead”.

There is damage to the service wire leading to my house. What should I do?

Once damage to major lines has been repaired, YEC will work on lines serving individuals. At that time, we will determine if an electrician should fix the damage or if we can. Generally speaking, YEC will repair problems up to the weatherhead on overhead service and up to the meter on underground service. Past these points, an electrician is needed.

Why do I only have electricity in part of my house?

You could have a tripped circuit breaker or blown fuse in your home’s electric panel, resulting in partial service. If so, reset the breaker. You may also have a broken connector or wire at one of the service leads to your house. If so, call 1-866-374-1234.

When looking at damaged poles and line, how can I tell the difference between downed telephone, cable television and electrical lines? How can I tell if standing water with wires in it is electrified?

You can’t! Consider all cables and wires energized, whether electrical, cable television or telephone. After a storm any wire can be energized if it falls or gets wrapped around an energized line, whether a few feet or a block away. If a line is in water, there is even more reason to be cautious. Consider it and the water energized.

How should I hook up my portable generator?

Connecting a portable or recreational vehicle (RV) generator to home wiring can cause safety problems. Ideally, appliances should be directly plugged into a generator. If you must hook the generator to the main electric panel, it is very important to disconnect your home from YEC’s electrical system first. If not disconnected, power can flow from your generator into outside utility lines and kill or injure crews working on the lines – even some distance away. You could even injure a neighbor if power from your generator flows along common lines to another house.

When electric service is restored to your area, disconnect your generator before turning on power to your home. If you don’t, the generator can be damaged. When using a generator, make sure it has proper ventilation. It should only be operated outside. Remember the generator’s rated wattage is a function of the number of appliances it will power. The wattage of lights or other appliances run off the generator as a total should not exceed the rated wattage of the generator. The manufacturer’s recommendations must be followed for proper usage and load. If you have any doubts, consult a qualified electrician.

How will fallen trees near power lines be handled?

One of our top priorities will be to remove trees and debris that have damaged electrical equipment and are preventing service restoration. Members should not attempt to remove or trim foliage within 10 feet of a power line. If a tree or tree limbs have fallen on a power line or pulled it down, do not attempt to get close to the line. If the line is sparking, call YEC at 1-866-374-1234 and report a downed line.

When my power comes back on after a storm, will it stay on?

Once your service is restored every effort will be made to keep it on. Keep in mind, however, that as we repair other parts of the system, some interruptions may be required. In addition, YEC works closely with county, city and state agencies. At their request, we may have to interrupt a circuit if there is a fire or some other emergency. And during ice storms, it is not uncommon for the weight of ice on the line or surrounding trees to cause power lines to break. If the storm continues, a crew may restore your power, and then, with the further accumulation of ice on the lines, your lines may break again.

If YEC does not get my power back on within a certain time, do you pay for spoiled food?

No. Since YEC has no control over damage done to facilities during storms or other natural disasters, members at large could not be expected to pay for any individual member’s food that might spoil due to storm damage and resulting from electric service interruptions. Remember, electrical disturbances that cause you damage are likely to cause your cooperative damage too, but on a much larger scale. One lighting strike, for example, can cause equipment failure to your cooperative costing hundreds of thousands of dollars. Therefore, we do all we can to reasonably protect the electric system. You must do your part by protecting your own equipment from any storm damage or loss of power.

Will you pay for damage to personal property due to power quality problems caused by storms?

No. YEC maintains and operates facilities in a manner calculated to provide safe and reliable service. During abnormal weather, we make every effort to provide continuous service, but cannot be responsible for complete or partial failure or interruption of service, or for fluctuations in voltage from causes beyond our control. Just prior to a storm, and during early stages of restoration, members may wish to turn off or limit use of electronically sensitive and/or nonessential appliances.

What are special vulnerabilities of underground and overhead electric service? Why doesn’t YEC bury all overhead power lines?

Overhead services are more exposed to ice, high winds and flying debris. Underground facilities are subject to flooding. Damage to an overhead transformer is often easier to find. Damage to a pad mounted transformer serving underground cable may not be readily visible. Underground lines are susceptible to damage from digging and trenching equipment. And the cost of installing and maintaining underground conductor over hundreds of miles of sparsely populated rural areas would result in an enormous increase in the cost of electricity to you.

How long should restoration take following a storm? What could prolong the effort?

YEC’s service territory includes some 3,500 miles of electrical distribution line in a four county region. Restoration time, therefore, depends to a large degree on how many different lines are significantly damaged. Severe damage to transmission systems would have the most disabling effect on restoration efforts.

What is my best source of information on the restoration effort?

YEC works hard to update the local news media on the overall progress of restoration efforts affecting the area. YEC issues information releases to the news media regarding restoration progress during major power outages. Listening to the radio, or checking YEC’s website via battery-operated web devices are the best ways for you to be informed of storm restoration progress. Be sure to have an emergency kit, equipped with a battery-operated radio and fresh batteries, so you’re ready in case of a major power outage.

What plans does YEC have to bring in outside crews? How about normal service calls and work needed in areas not affected by the storm?

If damage from a storm exceeds our capability to restore service in a reasonable time, we will request crews from other cooperatives. Electric cooperatives work together to assist one another in times of need. In areas not affected by the storm, only a minimum crew will be left to handle calls. Members should expect routine service request calls such as security light repairs or meter connects to be delayed due to the storm.

What can members do to help get their power back?

Before calling to report an outage:

Check all circuit breakers or fuses to help determine if your service outage might be the result of a household problem.

Call a licensed electrician if you have significant water damage in your home that might make it unsafe or if the meter outside your home or any of the piping and wires on the wall of your home looked damaged.

Things Were Really Hopping in late January in YEC’s East York Industrial Park. Bluestar Silicones, which in September purchased the building formerly occupied by Hella USA, had dozens of construction workers on site, building labs and quality control rooms, installing manufacturing equipment and conveyor systems and more.

“Right now, it’s really wide open,” said Strategic Development and Compliance Director David Beaty. The work is the culmination of a years-long project to consolidate Bluestar’s facilities in Rock Hill and California, he says.

The 236,000-square-foot East York facility “gives us lots of room for growth. Right now we’re planning our business projections out through 2015 and beyond,” Beaty says. “We’re more than doubling our available space.” The company’s facilities in Rock Hill and Ventura, Calif., each measured about 48,000 square feet.

Beaty’s happy to be here. “The economic development group from York County and the state of South Carolina developed an incentive package that helped us move here. Of course, York Electric Cooperative has competitive electricity rates. That was also a factor.”

The arrangement is mutually beneficial for Bluestar and the co-op. “We’re going to be a significant customer,” Beaty says. As YEC Vice President of Community Development Marc Howie notes, “Industries like Bluestar help the co-op hold down the cost of service for all members—and provide quality local jobs.”

In late January, construction workers installed steel framing that will hold a conveyor system and chemical supply lines outside. Inside, a lab takes shape. The plant has been a beehive of activity since Bluestar Silicones purchased the facility in late September.

Beaty adds, “At maturity in 2014, we will have about 120 employees at this facility. Currently in Rock Hill and in California we have about 90. We have about 18 people that are relocating with us from California to the York area. The rest will be hired locally. Some have been hired and are in training now.”

The local operation includes purchasing, supply chain, engineering, quality control, research and development (R&D) and manufacturing, Beaty says. “We have a lot of R&D effort that goes into developing and supporting our products,” he says. “We right now have about 25 people in R&D locally.”

An international company, Bluestar Silicones’ North American office is located in East Brunswick, N.J. The local predecessor companies that are now part of Bluestar started in 1984 in a fertilizer warehouse in the Guthriesville community of York County, Beaty notes. The operation relocated in 1986 to 911 East White St., Rock Hill.

Annual Meeting FAQ

What is the Annual Meeting and why should I attend?

The Annual Meeting is a meeting of YEC’s members and a special occasion for members to participate in cooperative business and meet their cooperative leaders and employees. It’s a family affair with a festival atmosphere; the event flourishes with a wide array of activities. Music will fill the air as children explore their way through an inflatable obstacle course and race down a 22 foot dual slide. The aroma of popcorn will entice you to visit the participating food vendors to see what food options they have for you to purchase. Each member who is present and registers receives a registration gift and will be eligible to win door prizes. Most importantly, members can exercise their cooperative right to vote in the election for seats on the cooperative’s Board of Trustees. During the business meeting, the President and CEO will inform members of current events and share important information pertaining to the cooperative. YEC’s bylaws require an Annual Meeting to be held.

When is the Annual Meeting held and how will I be notified?

The Annual Meeting is Saturday, May 12, 2012.

Where and what time is the meeting held?

The meeting is held at YEC’s main office. The address is 1385 East Alexander Love Highway in York, SC. Registration and voting begins at 8:30 a.m. and concludes at noon. The business meeting begins at noon and ends at approximately 12:45 p.m.

Can I receive the registration gift if I can’t come?

The registration gift is offered as an incentive to encourage members to attend the Annual Meeting; therefore, the registration gift is ONLY available to those members who are present. This applies to members who have health related illnesses or emergency situations. Members who attend are not allowed to register their friends and neighbors by bringing their registration cards.

How do I register and vote?

In order to register and vote, you must bring a valid photo ID. It is also important for you to bring your registration postcard because it has a barcode, with information pertaining to your YEC membership, printed on it. The barcode is scanned and this process minimizes the wait in the registration lines. If you do not bring your postcard, your membership information will have to be verified on the computer and a registration postcard will be prepared for you. Once your postcard is scanned you are registered. You will then be able to vote at one of the voting stations. The Credentials and Election Committee will oversee the registration and election process. If you have any questions about the voting process, please ask one of the Committee members.

Who are the candidates running for the 2012 Board of Trustees election?

The nominating committee will announce the candidates in March and the candidates will be published in April’s issue of the South Carolina Living magazine.

How do I enter the door prize drawing?

Once you are registered you are automatically eligible to win a door prize. Your door prize tickets are attached to your registration postcard and will be removed during the registration process. At the end of the registration and voting line, you will drop one of your door prize tickets into the prize collection box. You will keep the other portion so you will be able to know whether or not you are a winner when the door prize ticket numbers are called.

When are the door prizes given away?

The door prizes are given away directly after the business meeting. The approximate time is 12:45 p.m.

You will have 30 days to claim and pick-up your door prize.
