Utility Imposter Scammers Ready as Temperatures Drop

South Carolina utilities have joined with the South Carolina Department of Consumer Affairs (SCDCA) and the Office of Regulatory Staff (ORS) for Utility Scam Awareness Week (November 15-19, 2021) to warn consumers about utility imposter scams as consumers turn on their heat for the winter.

Telephone Scam AlertUtility imposter scams can happen in-person or over the phone and come in a lot of shapes and sizes. Consumers have reported seeing scammers dressed like a representative of a utility company, going door-to-door and demanding payment in prepaid cards or else power would be shut off. The scammer may call and claim the consumer needs a new meter or they are late on their payments. Whatever form the scam takes, the red flags are the same.

The top red flags of a utility imposter scam are:

  • Asking for payment in prepaid debit, gift card, money transfer, payment app, or cryptocurrency. No real utility company will ever ask a consumer to pay with anything other than direct forms of payment like a bank account or credit card. If someone claiming to be a utility says you must pay in an uncommon form of payment, it’s a scam. Every time. No matter what they say.
  • Use scare tactics or threaten you into paying ASAP. Often a scammer will warn the consumer they are late with a payment and if they don’t pay immediately, their services will be shut off. Utilities are required to provide consumers with at least 10 days’ written notice before their service is shut off and a second notice a few days prior.
  • Cold-call and ask for you to verify personal information. A cold call is when you receive an unsolicited visit or telephone call made by someone trying to obtain payment or information for a service. If you receive a cold call from anyone asking to verify private info like your account numbers/balances, Social Security number, date of birth, etc, hang up and directly call your utility company.

Consumers should also be wary of their caller IDs as scammers will “spoof” the number they are calling from, which causes the customer’s phone to display a false caller ID. Often, the scammer will “spoof” a local number, perhaps even using the utility’s standard customer service number.

If you have any doubt about the legitimacy of a caller, hang up immediately and call your utility’s customer service center.

Protect Yourself from Scammers

SCAM ALERTScams related to the COVID-19 outbreak are on the rise. York Electric Cooperative members should be on the lookout for suspicious email, phone calls, or persons impersonating business employees or charitable organizations. Unfortunately, scammers take advantage of opportunities such as this when households are otherwise preoccupied. If you get a call from someone claiming to represent YEC, and they make threats or demand immediate payment, hang up and call York Electric at (803) 684-4248.

Credit card numbers and personal information should never be given to suspicious callers. Members should call YEC if they have questions about their accounts. Member services representatives can help confirm payment and balance due on a member’s account.

York Electric Cooperative is alerting members to be aware of scams during the holiday season. Credit card numbers and personal information should never be given to suspicious callers. If you receive a suspicious call, mailing, email or other type of unusual contact, you should contact local law enforcement. Members should call YEC at (803) 684-4248 if they have questions about their accounts. Member services representatives can help confirm payment and balance due on a member’s account.

Co-op warns members about scam callers

York Electric Cooperative is alerting members to an apparent scam involving individuals calling members, posing as a representative of the co-op. The scam caller states that immediate payment is needed to avoid disconnection of electric service.

Members should call YEC at (803) 684-4248 if they have questions about their account or to report if they receive a suspicious call. Member services representatives can help confirm payment and balance due on a member’s account.

Credit card numbers and personal information should never be given to suspicious callers. If you receive a suspicious call, mailing, email or other type of unusual contact, you should contact local law enforcement.

At the urging of South Carolina’s electric cooperatives, state Attorney General Alan Wilson has asked the South Carolina Law Enforcement Division (SLED) to investigate a sophisticated phone scam that is defrauding utility consumers across the state.

The scheme begins with a phone call by someone pretending to be an electric cooperative employee. The caller warns the consumer that utility service to their home or business will be disconnected unless they receive immediate payment. Scammers then direct consumers to purchase a pre-paid debit card (available at many convenience stores and pharmacies) and to call a toll-free number to deliver the serial code listed on the card. Once armed with this information, scammers have effectively stolen the money used to obtain the card.

It’s imperative that we prevent these thieves from taking advantage of our consumer-members,” said Mike Couick, president and CEO of The Electric Cooperatives of South Carolina. “These are committed criminals who are preying upon some of our most vulnerable citizens.”

Initial complaints suggested scam operators were systematically targeting the state’s Hispanic communities. In recent weeks, the illegal scheme has broadened to include small business owners and restaurants.

“Due to the volume of complaints, I have asked SLED to open a formal investigation,” said South Carolina Attorney General Alan Wilson. “I believe this is a prudent step to help protect unsuspecting consumers.”

“It’s vitally important cooperative members know that we will never call them and ask them to share personal information over the phone,” said Tom Upshaw, president and CEO of Palmetto Electric Cooperative in Ridgeland. “In addition, notice is sent to our members before we disconnect services. If you receive one of these suspicious phone calls, you should hang up and contact your local law enforcement.”

  •  Your electric cooperative will not call or email you asking you to share your account number or password. Do not share this information with anyone.
  • Do not assume you can trust caller ID to let you know where the caller is located. Scammers are using new technology that disguises their actual location.

Identifying the good guys – and thwarting the bad ones

York Electric works hard to earn and keep your trust. We also look out for our members by alerting them to possible scams.

Some scammers are brazen enough to walk right up to your door and some are now using technology and telephones to commit identity theft.

First, we want to help you identify your co-op’s employees and those of the contract utility company we hire, Asplundh, who help maintain your cooperative’s rights of way.

All of our field employees, and many office employees, wear York Electric uniforms and drive vehicles with our name and logo. Should you have any doubts about whether or not the person working in your area is a legitimate YEC employee, please call us. Asplundh’s crews don’t wear our uniforms, of course, but their trucks are easy to spot and identify.

Unfortunately, technology masks a lot of crooks. Co-ops nationwide are warning members about a rise in bill payment fraud scams over the phone.

Fake home energy audits and scams related to prepaid credit cards are becoming more common at co-ops across the Southeast and Mid-Atlantic regions. Callers demand people make a large payment to cancel an order to shut off power. They pretend to negotiate and accept a lower amount if you immediately obtained a prepaid credit card.

Variations include calls claiming expiration of automatic bank drafts. Scammers seek personal financial information, which could enable a thief to raid bank accounts. Other frauds include “Home Walk-Through” scam calls. The member is told they can save money on their utility bills if they schedule a walk-through energy audit of the home. It’s a technique to get a layout of a home for a future burglary.

If you receive a suspicious call regarding your co-op bill, get the caller’s number, hang up and call the police. Never give your credit card number or other personal information over the phone. We will not call or email you for your account number or password. Keep your account information to yourself.

Call York Electric at (803) 684-4248 to report any incident; a member services representative can confirm your bill and let you know of any problems with your account.
